Gov. Phil Murphy just issued a bunch of rules for schools amid the pandemic, but one priority was missing, and should have been at the top of his list: No district should reopen until every kid has a laptop at home, with access to the Internet. Period.

“Any school reopening program should start from the premise that all kids have a device,” says Patricia Morgan, head of the advocacy group JerseyCan. “This is just as important as PPE.”
